In the constructed dossier, Northmere is a northern English region of 680,000 inhabitants organized across five districts. Its industrial base combines chemistry, steel, port infrastructure, and proximity to offshore energy, but decades of decline have weakened employment, institutional continuity, and the cultural meaning of industrial work.

A public and private investment envelope creates an opportunity to reposition the region around green hydrogen, carbon capture, and advanced chemistry. The plan must show credible movement before successive political and budget cycles while preserving its direction through 2038. The strategic concept connects Northmere's inherited industrial capability with the next form of regional production. Hydrogen replaces hydrocarbon feedstocks, captured carbon becomes an input, and advanced chemistry evolves through electrification and new processes. The technological objects change while the region's knowledge of molecular-scale industry remains an asset.

The concept also makes workforce and culture structural. A molecular economy cannot operate without reconverted technical knowledge, new engineering capacity, adaptive institutions, and a regional identity able to interpret reindustrialization as continuity with transformation rather than erasure.
